Scott Bernard - BiographyScott Bernard is an Executive Professor of Practice who has been with the iSchool faculty since 1998 and currently serves as the U.S. Federal Chief Enterprise Architect with the Office of Management and Budget at the White House.  He has over thirty years of information technology management experience in the public, private, military, and academic sectors and has held executive positions as a Chief Information Officer, Chief Enterprise Architect, Chief IT Security Officer, and owner of a management and technology consulting firm.  During his time with the iSchool, Dr. Bernard has developed a number of new courses, helped to launch the university's first executive doctorate program in IT management, developed a graduate certificate in E-Government with the Maxwell School of Public Administration, and co-founded a university-wide center for cybersecurity studies.  He also serves as a senior lecturer at Carnegie Mellon University's School of Computer Science, with the Institute for Software Research where he developed an executive education program in enterprise architecture.  Dr. Bernard founded the Journal of Enterprise Architecture in 2005 and served as its Chief Editor until 2010.  In 2004, he wrote the first textbook on enterprise architecture which features the EA3 Cube Framework that is used to integrate strategic, business, and technology planning by corporations and government agencies around the world, as well as being featured in a number of university curricula and training programs on enterprise architecture, strategic planning, capital planning, program management, cybersecurity, and organizational design.  Dr. Bernard was elected by peers to the Enterprise Architecture Hall of Fame in 2012.Dr. Bernard earned his Ph.D. in Public Administration and Policy at the Virginia Polytechnic Institute and State University; a master's degree in Business and Personnel Management from Central Michigan University, a master's degree in Information Management from Syracuse University, and a bachelor's degree in Psychology from the University of Southern California.  He is a graduate of the United States Naval War College, and earned a Chief Information Officer Certificate and an Advanced Program Management Certificate from the National Defense University.  Dr. Bernard is also a former career naval aviator who served on aircraft carriers and with shore squadrons, led IT programs, and was the Director of Network Operations for the Joint Chiefs of Staff at the Pentagon.
