Overview
I joined the Ph.D. program at Syracuse iSchool in fall 2005. I previously earned two Master's degrees: Political Science at Panthéon-Sorbonne University, Paris-1 (1996) and Philosophy (Lille, 1995), both in France. Subsequently, I had collaborated for several years in various countries in Europe and in Africa as consultant with international development agencies such as UNESCO, the International Development Research Centre, and the Open Society Initiative for West Africa. Speaker of three international languages (French, English and Portuguese), I have also been active in global policy-making arenas including the World Summit on the Information Society (2003-2005), and the Internet Corporation for Assigned Names and Numbers (ICANN) as policy councilor for Internet generic domain names (2006-2007). As a result, I was invited to give the keynote address at the 2nd Caribbean Internet Governance Forum (Grenada, 2006), in addition to past presentations at several international meetings. Information and communication networks (chiefly, the Internet), public policy, institutions, and governance are core themes of my academic research.
Research Interests
Broadly defined, my research interests include IT & Politics as well as IT & Humanities, with a predominantly interpretivist approach to sociohistorical inquiry around technologies and social change. Currently, I focus more particularly on both Internet governance and digital identity, a topic at the center of my dissertation. My scholarly publications include:

Teaching Interests
In substance, teaching focuses on Information Policy, Global Communications Policy, and Internet Governance. So far, I taught a course on Telecommunications Regulation (undergrads) and Information Policy (masters). Topics iclude Networks and theories of regulation and coordination, Technical standards and policy, Global governance, Coordination of the Internet Domain Name System, Privacy and other information-related rights, etc. I have also developed a syllabus on Individuals' Identification Systems and Digital Identity.
